POSITION:                    YOUTH SPORTS PROGRAM COORDINATOR           
DEPARTMENT:             POLICE

REPORTS TO:              POLICE CHIEF OR DESIGNATED PERSONNEL
SHIFT:                           REGULAR/40 HOURS PER WEEK
SALARY:                      $33,396 MINIMUM - $65,169 MAXIMIM DOE

GENERAL DESCRIPTION:

Under general direction from the Police Chief or designated personnel, the Youth Sports Program Coordinator implements policies, programs and activities established by the Police department and recommended by the Recreation Advisory Board.  The Youth Sports Program Coordinator is responsible for the management and operation of all recreation programs which includes supervision of staff, planning and coordination of recreation activities and budget preparation/reporting.   Must have good communication skills and work well with City staff, the Recreation Advisory Board and the citizens of Portales.  This position is actively involved in the short and long range planning for the Youth Sports Program.  The Youth Sports Program Coordinator deals with consultants, state and federal regulating agencies as it relates to the sports programs and services provided to the community.
TASKS AND RESPONSIBILITIES:

Although the following are typical of the tasks and the responsibilities routinely performed, additional duties and/or responsibilities requiring comparable or lesser skills, knowledge, or dexterity may be assigned.
  1. Plans, coordinates and directs the daily operation of the youth sports programs; including but not limited to, budgets, purchasing and preparations of reports and planning of recreation activities, events and programs. 
  2. Promotes and directs the City’s sports programs and activities including, but not limited to: youth soccer, volleyball, football, flag football, basketball, and track based on availability and budget.
  3. Manage and supervise assigned operations to achieve goals within available resources; plan and organize workloads and staff assignments; train, motivate and evaluate assigned staff; review progress and direct changes as needed.
  4. Provide professional advice to supervisors; make presentations to the Recreation Advisory Board, City Council, civic groups and the general public.
  5. Assures that assigned areas of responsibility are performed within budget; perform cost control activities; monitor revenues and expenditures in assigned area to assure sound fiscal control; prepare annual budget requests; assure effective and efficient use of budgeted funds, personnel, materials, facilities and time.
  6. Works under the direction of the City Manager and with the Recreation Advisory Board to provide information and reports as needed.  Works with consultants and regulatory agencies as needed. 
  7. Determine work procedures, prepare work schedules and expedite workflow; standardize procedures to improve efficiency and effectiveness of operations.
  8. Plan, coordinate and direct diversified year-round, city wide recreation programs and activities.
  9. Promotes recreation programs and services and deals with the public concerning complaints and requests.
  10. Ensures that safety procedures/precautions are followed and maintains safety records.
  11. Coordinates strategic planning and identifies new recreation programs with the recommendation of the Recreation Advisory Board.
  12. Performs related duties as assigned or required.
KNOWLEDGE, EXPERIENCE, AND SKILLS:
  1. Graduation from a college or university with a Bachelor’s degree in recreation, sports management, physical education, or a closely related field.
  2. Minimum of three years’ experience in the recreation or related industry as a supervisor or lead employee is preferred.
  3. Any combination of acceptable education and experience, which has provided the necessary knowledge and skills to fulfill the requirements of this position, may be considered.
  4. Must have or be able to obtain an American Red Cross certification in CPR and   First Aid within six months of employment.
  5. Understanding of youth sports needs and interests of the community and the ability to meet such needs with innovative programs and services that promotes participation in healthy and enjoyable recreation experiences.
  6. Thorough knowledge of equipment and facilities required in a comprehensive youth sports program; knowledge of community recreation needs and resources.
  7. Must demonstrate knowledge of sports and group recreational activities; also knowledge of maintenance of sports equipment and tournament play.
  8. Must be knowledgeable of and stay current with ADA compliance.
  9. Ability to plan, organize and supervise activities and employees.
  10. Good oral and written communication skills, ability to work with the public and solve citizen problems.
  11. Fundamental knowledge of computers.  Word processing, internet, email, spreadsheets and database programs. 
  12. Must have a valid New Mexico driver’s license.                  
WORK SCHEDULE :

The regular work week is 40 hours - Monday through Friday, 8:00 a.m. to 5:00 p.m.  This position works on a varied schedule depending on the sports activities and the season of the year and the work week may be altered and/or additional time may be required after regular hours, on weekends and some holidays to support programming.

PRE-EMPLOYMENT REQUIREMENTS:
    1. Must pass a background investigation including work history, criminal records, driving records and other records deemed necessary.
    2. Must pass a post-offer pre-employment drug screen administered by a City-designated facility.

CONDITIONS OF CONTINUED EMPLOYMENT:

  1. Candidates must have and maintain a satisfactory driving record and insurability in accordance with the City’s insurance carrier.
  2. Employees must maintain a source of communications for off duty work related communications.
