Reporting to the Senior Director of Public Policy for PBM and Drug Pricing, this policy principal will position Cigna as a thought leader on issues related to Medicare Part D, MA-PD, and other public programs. This individual will contribute to Cigna's Government Affairs team, focusing on high-priority and high-visibility issues related to PBMs. The role involves representing business needs, tracking emerging trends, and ensuring policy solutions promote affordability, sustainability, and access for clients and the system at large. Key Responsibilities Analyze and Communicate: Assess critical PBM/drug pricing issues and trends in legislative and regulatory environments; develop policy summaries and draft talking points. Strategic Counsel: Provide proactive advice to senior leadership, translating legislative and regulatory trends into actionable strategies. Partner with Business Leadership: Collaborate with PBM regulated markets leadership to identify risks and opportunities in policy developments. Presentations: Deliver presentations at workgroups and business meetings. Asset Identification: Leverage Cigna/ESI assets like data, resources, and subject matter experts to support policy positions. Policy Consistency: Ensure philosophical consistency across enterprise policy approaches. Client Support: Support public program clients as needed. Specific Duties Policy Development: Analyze legislation and regulations, develop Cigna positions, and represent the company in stakeholder discussions, including with Congress and regulators. Leadership & Business Alignment: Maintain strong relationships with business segments, align policy development with business strategies, and coordinate legislative and regulatory issues. Strategic Planning: Execute on public policy priorities within the Medicare Advantage, Part D, and Part B initiatives. Stakeholder Engagement: Engage with external stakeholders, industry groups, and alliance partners like PCMA to influence PBM and pharmacy proposals, and develop senior executive relationships. Qualifications Experience: 7-10 years in healthcare policy, with thorough knowledge of Part D issues. Leadership: Proven track record in policy environments, such as Capitol Hill, government agencies, or in-house roles. Education: Bachelor’s degree required; related work experience preferred. Location: On-site hybrid role in the DC office, with internet requirements if working remotely.
